Downsizing is a commonly used euphemism which refers to reducing the overall size and operating costs of a company, most directly through a reduction in the total number of employees. When the market is tight, downsizing is extremely common, as companies fight to survive in a hostile climate while competing with other companies in the same sector. For employees, downsizing can be very unnerving and upsetting.

LGU OF TAGUM CITY


Tagum City, the capital of the province of Davao del Norte was officially created into a component city on March 7, 1998. Situated 55 kilometers north of Davao City, it is one of the fastest growing cities in Region XI. It has a total land area of 19,580 hectares. In a study conducted by the Asian Institute of Management, Tagum was ranked among the 20 most viable component cities to do business in the country.

-->Series of assessment laws was legislated and amended to improve the taxation system until the enactment of the New Society on September 21, 1972 when Pres. Marcos issued Proclamation 1081 "Proclaiming a State of Martial Law in the Philippines". Several changes and reforms in the Real Property Tax Administration were instituted under PD#76, which was promulgated on December 6,1972 to correct the defects in real property assessment and taxation in the Philippines.

On May 20,1974, PD 464 was promulgated to upgrade the assessment techniques, procedures and practices in order to:

a) Bring about equitable distribution of the real tax burden among real property owners through out the country.
b) Fully tap the income potentialities of the real property tax, to make local government:

Financially self-reliant;
Capable of contributing their proportionate shares to the barangay, municipal and province;
Underwrite basic essential public services within their area of responsibility.

Consequently, due to the enactment of Republic Act 7160, otherwise known as " The Local Government Code of 1991", PD 464 was superseded by the new provisions and fundamental principles of the said code. All laws governing Real Property Tax Administration is now governed by the aforementioned Republic Act.

Short-live discussion....

In justifying this view, I had interview an HRM personnel and act as the head of the HRM department in the LGU of Tagum city. Due to the fact that the Human Resource was built through the idea of protecting and giving the right benefits among its people and especially conerning the employees.

Now, the appoint question is?
What could be her concept on the nature, scope and the role of the human resource in the management?

She just siplmy answer "Of cource to the whole functions of the management and especially to give the suitable benifits among our employees."

Why?
Because subdue to the task and duties of the office, we are reliable enough in giving the proper benefits to out employees and among the people living here in the tagum specifically and maybe the other HR department in different sectors will do the right thing.

In this role, the HR management served executive agendas well, but was frequently viewed as a road block by much of the rest of the organization. While some need for this role occasionally remains — you wouldn’t want every manager putting his own spin on a sexual harassment policy, as an example — much of the HR role is transforming itself.

In addition, the role of the HR mangement must parallel the needs of his or her changing organization. Successful organizations are becoming more adaptive, resilient, quick to change direction and customer-centered. Within this environment, the HR professional, who is considered necessary by line managers, is a strategic partner, an employee sponsor or advocate and a change mentor.

So by those reforms proclaimed, it is really a big help and hope for those people who wants change and improvement of the country in the near future.

To that end, we improved our banking system to complement its inherent conservatism. The Bangko Sentral has been prudent. Thank you, Governor Tetangco, for being so effective. The BSP will be even more effective if Congress will amend its Charter.

We worked on the Special Purpose Vehicle Act, reducing non-performing loans from 18% to 4% and improving loan-deposit ratios.

Our new Securitization Law did not encourage the recklessness that brought down giant banks and insurance companies elsewhere and laid their economies to waste. In fact, it monitors and regulates the new-fangled financial schemes. Thank you, Congress.

We will work to increase tax effort through improved collections and new sin taxes to further our capacity to reduce poverty and pursue growth. Revenue enhancement must come from the Department of Finance plugging leaks and catching tax and customs cheats. I call on tax paying citizens and tax paying businesses, help the BIR and stop those tax cheats.

With this new policies and interest rates implemented by the government, people willl enjoy their rights and duties, crimes and other restricted doings will lessen and of course many people can start a new business and living through the help of loans by the provision of the authorized and trusted banks and associations.

Given a chance, between the two positions, I would like to take the position coming from the insourcing of the IT/IS functions within the school’s concern


Why?

It’s because as far as I observe, I don’t know think that the school was more adoptive on the productivity in terms of insourcing the IT/IS.
So before we go beyond to the climax of the discussion, let’s take this factual views and analysis about the insource and the oiutsource of the IS/IT functions.

The opposite of outsource; meaning this is one job you can't find someone else foolish enough to do, or you can't find someone competent enough to do it with the kind of money and credibility you have available so you're just going to have to do it yourself. Revenues were down, investors were jittery, so the dotcom startup had to insource its janitorial services.

The profligate wife had gained a few pounds and so was compelled to insource her ways and means of satisfaction.

An easy method for corporations to maximize their profits and avoid the unions at the same time. Basically, it involves moving one's business to another part of the world where people will willingly under slave like conditions and for 1/10 the pay of a Poverty-Class American worker.

INSOURCING is the advantageous use of resources, functions and capabilities in conjunction with Managed Services to offer a complete solution to clients' every IT need. Unlike traditional information technology outsourcing.
Insourcing requires intimate knowledge of the client's business, the clients' clients and the vendors' businesses as well as how they all interact together..

Insourcing is a highly recommended resource for small and regionally based companies and other infrastructures. In the past, resources and infrastructures now available through insourcing were uneconomical for small and regionally based companies. Now, these companies as well as the schools can dramatically increase their efficiency, seeming larger and lowering barriers to success with access to the latest technology and the skill set to successfully implement it.

Conversely, due to improvements in efficiencies, insourcing also enables large companies to seem small through increasing responsiveness and flexibility.

Why Insource IT Services?


Insourcing is more than staff augmentation or third party managed services. This direct extension acts on the client's behalf with vendors, customers and shareholders. By insourcing, clients can gain expanded and higher quality services at lower cost than hiring internal, dedicated IT staff.

Insourcing has been attractive in the past for businesses in the throes of change, but market conditions are ripe these days as well. This statement is very true, as I do believe that everything could change.
I think, the features of the corporations in the near 21st century would look like a lofty and gigantic buildings that are more capable for the usage of highly-technological trends, devices and infrastructures within a digital firm.

Transactions in a corporation will be vastly advanced and more convenient in terms of delivery, productions, and distribution among different users and creditors.

As I watch the SONA ’09, this statement coming from our President Arroyo was create a center of attention for me as a concern student in our country.

Telecommunications, the transmission of signals over a distance for a purpose of communication, is also very important.

1.) Delay/Slow (time-consuming) Connection

-According to the NCCC’s Hardware and Software Security Supervisor. This kind o barrier was a common reported issue that their company deals with. The existence of delay slow connection is usually occurring specially in the networking.

Subjective to this kind of barrier(problem). How the company’s management working in to it?

Relating to the Assignment 1, it had been mentioned the departments in NCCC Company that responsible for the company’s operations and transactions. This are:

*ICT- acts as the first handler of the management.

*Operation Group- concern within the business operations including the system implementation.

*Applications Group- liable for the maintenance of the management applied systems.

*Hardware and Software Security Group- responsible for implementing a suitable infrastructures within the company’s usage.

In correlation, the HS supervisor mentioned that the responsible for this kind of barrier is the Applications Group and the rest will serve as the supporting teams.


2.) Security in the applied system

Concerning in this another type of barrier, the task was given now to the HS Group.

When we talk about computer security, we mean that we are addressing three important aspects of any computer-related system: confidentiality, integrity, and availability.

Confidentiality ensures that computer-related assets are accessed only by authorized parties. That is, only those who should have access to something will actually get that access. By "access," we mean not only reading but also viewing, printing, or simply knowing that a particular asset exists. Confidentiality is sometimes called secrecy or privacy.
Integrity means that assets can be modified only by authorized parties or only in authorized ways. In this context, modification includes writing, changing, changing status, deleting, and creating.

Availability means that assets are accessible to authorized parties at appropriate times. In other words, if some person or system has legitimate access to a particular set of objects, that access should not be prevented. For this reason, availability is sometimes known by its opposite, denial of service.


The security problem occurs, if there’s a new system to be applied and implemented in the management. Why?
Because, applying a new OS is not a simple thing. It needs a higher level of awareness, enough knowledge and preparations to ride in a right track.

1.) Brownout

Well, this kind of barrier is not a big deal issue, because it normally in unexpected time or place. But then it cause some harm, especially in manipulating and updating the companies record from time to time.

is a drop in voltage in an electrical power supply, so named because it typically causes lights to dim. Systems supplied with three-phase electric power also suffer brownouts if one or more phases are absent, at reduced voltage, or incorrectly phased. Such malfunctions are particularly damaging to electric motors.[/center]

Effects of a brownout


Different types of electric devices respond in different ways to an undervoltage condition. Some are severely impacted while other devices may not be affected at all.
Resistive devices vary their heat output based on the supplied voltage. An incandescent lamp will dim due to the lower heat emission from the filament. No damage occurs but functionality is reduced. (Over voltage results in a much brighter lamp and rapid failure due to increased heat emission.)
Commutated electric motors (also called universal motors) vary their speed in response to voltage changes, so they will slow down during a brownout. This does not harm the motor but will reduce the speed of the device operated by the motor.
AC induction motors and three-phase motors will draw more current to compensate for the decreased voltage, which may lead to overheating and damage of the insulation on the motor's field windings.
A linear power supply (consisting of a transformer and diodes) will produce a lower voltage for electronic circuits, resulting in slower oscillation and frequency rates. In a CRT television, this can be seen as the screen image shrinking in size and becoming dim and fuzzy. The device will also attempt to draw more current, potentially resulting in overheating.
A switching power supply may be minimally affected if it was designed to compensate for over/under-voltage. However this is highly design-dependent, and it can malfunction and destroy itself if operated outside its normal voltage range.

Computer viruses can be disguised as attachments of funny images, greeting cards, or audio and video files. Computer viruses also spread by using downloads on the Internet. Computer viruses can be hidden in pirated software or in other files or programs that you may download.

According to the Hr manager, they also deal with this kind of barrier in their systems and the one who is responsible in this problem is the MIS department.

The MIS dept will now generate some possible solutions to overcome this problem. Then whatever the MIS dept had been mandated and implemented, all we can do is to follow for our department and companies benefits as well as to the employees.

Damaging effects of virus:

* Disabled the functions in the current system use.
*Restriction among stored records, data and valuable informations.

These are common signs of infection. However, these signs may also be caused by hardware or software problems that have nothing to do with a computer virus.
